Presenter's Profile:
Prof. Steven Gallagher

Steven Gallagher was awarded a first class LL.B.  He was called to the Bar of England and Wales in 2006.  Steven teaches equity and trusts, property law, and digital technology and law.  Steven also teaches a course on art, antiquities, cultural heritage and the law.  Steven has presented continuing professional development courses for solicitors in Hong Kong on many topics associated with property.  Steven’s research interests include equity and the law of trusts, art and cultural heritage law and legal history.  He is not a technologist.  In 2023 Steven published the first treatise dealing formally and systematically with all the major aspects of, and entitled, Digital Technology and Law.

Course Outline:

This 3-hour seminar will provide an introduction to the law which may protect built heritage in Hong Kong. The seminar will begin by considering what is meant by the term “cultural heritage” and then what is meant by and may be built heritage in Hong Kong.  The seminar will then consider the law which may protect this built heritage in Hong Kong and how it developed.  The seminar considers the issues and controversies that have risen with regard to the loss and protection of built heritage in Hong Kong under the colonial and post-colonial governments.  Issues that will be considered included the development of the Antiquities and Monuments Ordinance and its effect, Queen’s Pier, Ho Tung Gardens, and the success of public pressure in this area of government policy.

Some of the topics considered in this seminar will be:

  • What is cultural heritage?
  • What is built heritage in Hong Kong?
  • What laws may protect built heritage in Hong Kong?
  • How have these laws developed?
  • Are these laws effective?
  • The Queen's Pier;
  • Ho Tung Gardens;
  • The Queen's Pier;
  • The future for the protection of built heritage in Hong Kong.
