Presenter's Profile:
Ms Carol Lee

Carol was called to the Bar in 2011 and joined Denis Chang’s Chambers in 2013.  Carol attended the University of Cambridge for Master of Law (LLM in Commercial Law) after obtaining her J.D.  from the Chinese University of Hong Kong.  Carol was the student coach in the Jessup International Moot Competition 2010 for CUHK which team was awarded the World Champion in the related Hardy C.  Dillard Best Memorial Competition.  She has also been appointed to join the bench in judging the Jessup Hong Kong regional rounds in 2019.

Carol has a broad civil and commercial practice with a focus on land and property, equity and trust, tort inclusive of personal injuries and medical negligence, human rights, immigration, probate and administration, and corporate and companies.  She is also keen on handling public law cases including those related to judicial reviews (recently 羅希孝 對 裁判官屈麗雯 [2025] HKCFI 392 on matters related to private prosecution and the important duty of full and Frank disclosure).  She is also developing her practice and has rendered advices in the area of competition law.  Carol has good experience in representing the government as well as private clients.  She is also appointed as the legal advisor of various disciplinary and appeal Boards and is keen on advising on matters related to public duties and procedural regularity.

In addition, Carol holds a bachelor's degree from the Hong Kong University of Science and Technology with major in information systems and management of organizations.  Prior to joining the Bar, Carol worked as a specialist, analyst and controller in the supply chain sector for a Fortune 500 company and a leading luxury goods company.  She has been frequently involved in strategic planning and has built a solid foundation in supervising complex commercial operations and reengineering core business processes.  Her extensive experience in international trades has equipped her as a litigator with strong commercial sense.

Presenter's Profile:
Ms Isabel Tam

Isabel was called to the Bar in 2013.  She is recognised as Leading Junior in Legal 500 Asia-Pacific 2025 in Administrative and Public Law.

She graduated with a first-class LLB and with distinction in her LLM.  She was awarded the Bar Scholarship in 2012.  Her practice has an emphasis on public law, family law, and regulatory matters.  She also has an MA in competition law with distinction in the examination component, and was seconded to the Competition Commission.

She has appeared in all levels of Courts, including representing parties as sole counsel in the Court of Final Appeal.

Recent highlights of Isabel’s experience in public law include: NH v TCAB [2024] 6 HKC 765 (treatment of the principle of res judicata in administrative decision-making); NF v R [2023] 5 HKLRD 58 (a breakthrough for same-sex parents, granting a declaration of “parentage at common law” to a same-sex couple); AA v BB [2021] 2 HKLRD 1225 (landmark case granting rights to a separated same-sex couple who had co-parented children during their relationship); and Kwok Cheuk Kin & Anor v Director of Lands & Ors (2021) 24 HKCFAR 349 (judicial review of the Small House Policy, also involving numerous ancillary public law issues including public interest litigation: [2021] 3 HKLRD 411, and security for costs in the judicial review context: (2021) 24 HKCFAR 220).

Presenter's Profile:
Mr.  Jason Ko

Jason was called to the Bar and joined Denis Chang’s Chambers in 2019.  As a Charles Ching Scholar, he received advanced advocacy training in Stellenbosch, South Africa.

Jason was a seasoned mooter.  During his studies, he represented the University of Hong Kong in the Philip C Jessup International Law Moot Court Competition (2018), where his team won the Hong Kong Champion and he was ranked the top 100 oralists internationally, and in the Red Cross International Humanitarian Law Moot (2017), where his team captured the international 1st runner up.

Jason has appeared (either in his own right or as a led junior) in all levels of court from the Magistrates’ Courts to the Court of Final Appeal.  In the context of public law, Jason has appeared in various judicial review applications, notably Li Chiu Wah Joseph v Hong Kong Society of Notaries (2023) 26 HKCFAR 529 (the proper approach in deciding whether a charge is an unenforceable penalty).  He has also handled disciplinary matters in the context of various professions, including education, engineering, and legal (The Bar Council v A Barrister [2024] HKCA 487; [2023] HKCA 1059).

Jason has been recognised as a Rising Star in Legal 500 Asia-Pacific (Regulatory, Investigations and Crime 2024; Commercial Disputes 2024-2025).

Presenter's Profile:
Ms Eunice Lui

Eunice was called to the Bar and joined Denis Chang’s Chambers in 2024 upon completion of her pupillage with Mr.  Hectar Pun SC, Ms.  Priscilia Lam, Mr.  Ross Yuen and Dr.  Benny Lo.

Eunice is developing a broad mixed practice, spanning over land, commercial, arbitration and public law matters, and accepts instructions in all areas of Chambers’ work.  She is fluent in English, Cantonese and Putonghua (Mandarin).  In the context of public law, Eunice has, as pupil and as junior counsel, handled various administrative appeal cases and judicial review applications.

During her studies at the University of Hong Kong, Eunice served as part of the Law Association, representing law students of her cohort.  Eunice was also an enthusiastic mooter, as she represented the University of Hong Kong at the Twenty Second Annual International Maritime Law Arbitration Moot as oralist, in which her team was a quarter finalist.  Prior to commencing pupillage, Eunice served as a Marshal to the Honourable Madam Justice Carlye Chu, Vice-President of the Court of Appeal.

    2. Essential considerations before making applications: laying the groundwork (e.g. ensuring procedural fairness)
    3. Dealing with adverse decisions: The operation of administrative appeals
    4. Specific types of administrative appeals
      • The Housing Authority Appeal Board: functions, operation, cases, and recent trend
      • The Torture Claims Appeal Board: functions, operation, cases, and recent trend
  • Appealing Against Disciplinary Outcomes
    1. Usual court procedures and leave requirements
    2. Common Interlocutory Applications: security for costs, anonymity order
    3. Common Substantive Issues: misconduct, criminal conviction, negligence
    4. Experience sharing - disciplinary hearings in different sectors (medical, dental, engineers, social workers etc.)
  • Dealing with adverse decisions: Judicial Review:
    1. Threshold and basic procedures of judicial reviews
    2. Common examples of challenges based on procedural unfairness
    3. Common examples of substantive grounds arising out of administrative appeal decisions
    4. Advice on costs
